"Interested parties are hereby notified that the U.S. Army Corps of Engineers (USACE), Buffalo District, has received an application for a Department of the Army (DA) permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity as described below and as shown on the enclosed drawings."
"Any person may request, in writing, within the comment period specified in this notice, that a public hearing be held to consider the application. Requests for public hearings shall state, with particularity, the reasons for holding a public hearing. Requests for a public hearing will be granted, unless the District Engineer determines that the issues raised are insubstantial or there is otherwise no valid interest to be served by a hearing. The Buffalo District will receive written comments on the proposed activity, as outlined above [in the application document], until August 31, 2026."
Stanley E. Orford, age 95, of Gouverneur and formerly of Sylvia Lake, passed away on Friday, May 2, 2025 at Samaritan Medical Center in Watertown.
There will be calling hours for Stan on Tuesday, May 6, 2025 from 11:00-1:00 at French Funeral Home, Gouverneur. His funeral service will immediately follow at 1:00 p.m. at the funeral home. Burial will be at Hailesboro Cemetery.

SYLVIA LAKE – Sad to report, Maria Frances McGrath, beloved wife, mother, and grandmother, passed away peacefully on May 16, 2026, at the age of 79. She was born on June 1, 1946, in Buffalo, New York, and was a resident of Las Vegas, Nevada, and Sylvia Lake, Gouverneur, NY.

Maria was a devoted wife to her husband, David Arthur McGrath, and a loving mother to her children. She will be remembered for her kindness, warmth, strength, and caring spirit.
